« إِنَّ الْبَلَاءَ لِلظَّالِمِ أَدَبٌ وَ لِلْمُؤْمِنِ امْتِحَانٌ وَ لِلْأَنْبِیَاءِ دَرَجَهٌ وَ لِلْأَوْلِیَاءِ کَرَامَه » (بحار الانوار، ج۶۴، ص۲۳۵)؛
بلا و گرفتارى براى ستمگران موجب ادب آنها مىشود، و براى مؤمن آزمایش حساب مى گردد، و براى پیامبران موجب درجات است و براى اولیاء کرامت به حساب مىآید.

وَ لَنَبْلُوَنَّکُم بِشىَْءٍ مِّنَ الخْوْفِ وَ الْجُوعِ وَ نَقْصٍ مِّنَ الْأَمْوَالِ وَ الْأَنفُسِ وَ الثَّمَرَاتِ وَ بَشِّرِ الصَّابرِینَ الَّذِینَ إِذَا أَصَابَتْهُم مُّصِیبَهٌ قَالُواْ إِنَّا لِلَّهِ وَ إِنَّا إِلَیْهِ رَاجِعُون»
یعنی قطعاً همه شما را با چیزى از ترس، گرسنگى، و کاهش در مالها و جانها و میوه ها، آزمایش مى کنیم و بشارت ده به استقامت کنندگان! آنها که هرگاه مصیبتى به ایشان مى رسد، مى گویند: ما از آنِ خدائیم و به سوى او باز مى گردیم. این آیه، مصیبت را به صابرین نسبت داده که پس از مواجهه با آن، همه چیز را از خدا و به خدا دانسته اند و این عین توحید است.

Emergency prevention= is based on vulnerability assessment and concerns the technical and organizational means of reducing the probability or consequences of disasters and the community,s vulnerability .
Environmental health management= is the intentional modification of the natural and built environment in order to reduce risks to human health or to provide opportunities to improve health.
Extreme events= are known natural or manmade events that occur outside their normal range of intensity, energy or size , Which often produce life-threatening hazards.
